Hi there, I have recently come across a buyer that is a great example of abusive of buyer's policy just want to share with fellow sellers, below are the sequences of event:
17 Dec - A buyer who bought an item from me on 8 Nov opened an "INR" case stating that the item did not receive after 45 days. (My initial response: I was actually quite suprised that the buyer opened the INR case after 45 days without asking the seller where's the item all through the period which has raised the 1st red flag to me)
18 Dec - I have politely asked the buyer to contact USPS with the tracking number to locate the item. The buyer sent me the message for the first time replied that he will check with post office tomorrow.
19 Dec - The buyer said he checked with USPS and it seems the package has no status updated and asked me to check on my end (Since it's a registered post service from Hong Kong, USPS did not provide any further update once it arrived United States, so no status will be update of delivery). Subsequently, I have sent an enquiry to Hong Kong Post for the status of the delivery.
20 Dec - Hong Kong Post, however was surpisingly effecient this time and come back to me saying that the package has been delivered to the buyer successfully on 24 Nov and they issued an official letter for document prove. (The buyer started keep silent.)
I have contacted eBay customer service and they have been very helpful with all the document I have provided with the conversation between me and the buyer, however they asked if I can provide more concrete proof like POD.
22 Dec - I have followed up with Hong Kong Post again for more information of proof of delivery, and the officier is so kindly that saying she would provide extra details to me for evidence - the USPS proof of delivery cleary stating the signature of the buyer (which is his initials), his address and the tracking number. BINGO! The whole situation turns around 100%.
Contacted eBay customer service today and the case was resolved, also filed a buyer abusive claim to eBay as well.
My takeaways from the incident:
1. Seller should always pick the FULL TRACKING service even with proof of delivery.
2. Buyers rating are not that credible anymore, that buyer has more than thousnads of seller and buyers rating within a year, and I dig down inside that he changed his name a few times.
3. Use a credible postal services.
4. Take full photos and conditions of the item before shipping out and also double check with the address provide by the buyers before sending out.
Just too many A-hole buyer trying to run through the loop hole nowadyas.

Tracking is a mess these days. I have open tracking to countries still from February where items do not show delivered but were actually delivered per positive feedback from buyers.
You have one of those buyer's who doesn't see item delivered on her side of tracking and tried to get a refund. That's a blocked buyer from future purchases in my mind.
Its really sad we as sellers have to do more leg work to prove item has been delivered.
I get packages from Macao all the time with tracking on their side but no tracking showing up in eBay tracking.
Tracking is one of those "money grabbing" ideas that guess who is making money off it? One wishes tracking would work properly knowing how much extra money is put into tracking for items.
Now that more are using tracking...its delaying packages as a whole.
