Hello,
One of my buyers is asking for a minimum lower price for one item through the ebay message. Is it okay to share prices via message? And if agreed, ask them to make the best offer for that particular price, is okay?

If a buyer asks a question about a particular item thru messages, it should give you the option in the message to reply with an offer to the buyer.
That is of course if the buyer sends the message from within the listing itself.
You can also just adjust the price of the item and let the buyer know the price was changed and they can purchase with, Buy it Now.

You could list it at the offer price just for the (potential) buyer (even add Immediate Payment Required), but without the back-and-forth of messaging prices, I'd next recommend that you send the (potential) buyer an Offer through eBay.

Once you receive an email from a prospective Buyer, typically e-Bay allows you to respond one of two ways - with just an email, OR you can reply via email and include an offer.
Would stick to exactly what e-Bay allows and would not agree to share anything "off" e-bay, etc.
