eBay not refunding promoted listing fees for cancelled transactions has been an issue since 2017, and I just realized it was happening to me.
Why has this not been fixed?

you need to call ebay, last I knew those fees were not refundable if given a partial refund, but they should be if a full refunded is provided, cancelled order should qualify as full refund. What isn't refundable is the $0.30 transaction fee.

As far as I know, they are like the listing upgrade fee's and the fee's are not refundable.

I have an issue with that because of the high number of non-paying bidders that eBay continues to allow.
Also, the fee is based on eBay directing a buyer to my item, if there is no sale then they did not direct a buyer, just a looker.
Why should I pay $10 or $100 of an advertising fee for a non-paying bidder?

@ontrees - @nuclearomen is right, as long as both you and the buyer agree to cancellation and it is a full refund, the Promoted Listing fee should be credited.
If that's not happening for you, have this page handy when you contact customer service.

The fee is should be credited on your monthly invoice...have you checked there?

@pjcdn2005 - eBay is moving to collect fees upfront from Managed Payments balance, and some sellers are already in this "new experience".
The Spring seller update announced that by end the end of March, all sellers in Managed Payments will have fees assessed this way, doing away with the monthly invoice. https://pages.ebay.com/seller-center/seller-updates/2021-spring/financials.html#invoicing-process
In that case, it's my understanding that fee credits will also go back to your Managed Payments available balance.

If the buyer doesn't pay and you are in managed payments, there is nothing to refund. The fees are not charged until the buyer pays. You open a case just to give the buyer a strike, not to get your fees refunded anymore. Personally, I like this better.

I can confirm that is correct. The status message on the nonpaying bidder case was initially alarming, something like, "case does not meet the criteria to qualify for fee credit". I felt my blood begin to boil before I remembered no fees had been charged.

I read the same message as the OP and came here and asked the question. Once it was pointed out to me that the fees weren't charged yet, I had a DUH moment! It has been the other way for so that that this is a big change. The wording is lousy.
