I get this everytime I try to list something. It won't let me list anything! How do I fix this? There is a link to request to list more, but it just says "sorry, we can't raise your limits right now."

I just opened a new eBay ID in the last month, though have been a member for a while. So have some recent experience to report.
What I found is that eBay may need to "verify" you. You may also have restrictions on how many items you can buy or the dollar value. [best advice is buy items that are BIN and not auctions! Devote $20 to say 5-10 purchases to show you can be a successful buyer]
Also I believe one will need to call Customer Service (CS) and ask them why you can not sell? ebay may wish to run you through its verification process that uses, I believe, a Lexus/Nexus d-base. Pass that test and be able to show who you are and if there are restrictions on your account, ask if they could be lifted.
eBay in its wisdom, started me off at a selling level of 10 items and $100 maximum! That even though have MUCH MUCH higher limits on my other selling account. But then again ebay's AI system couldn't find me IRL! LOL!
Also remember as a new seller that you need to upload tracking information on your sales. Reason is that new sellers money is "held" buy ebay until tracking shows it was delivered OR for 14-days after the expected delivery date. So you'll get your money faster if you use & upload tracking.
That's about all I can think of at this hour, perhaps more will hit me later?

Hmmm.... I see you just recently became a member and have -0- purchases and -0- sales and that you are planning to sell off your entire coin collection?
In the beginning when I first became a member I bought lots of things to build up my feedback profile.
Then I slowly listed inexpensive items (that I could afford to lose) and had some $ from those sales deposited into my PayPal.
Then I listed a few more items and they sold, more $ into my PayPal and .... thousands of sales and hundreds of purchases later I was very happy and never had to request a higher limit.
I hope someone can come by and give you some advice. Aside from ... please make sure you understand eBay's buying and selling rules and come back here if you have any additional questions.

It may show this because you have not fully completed the requirements to activate a selling account.
Could be linking a PayPal account, could be agreeing to the reimbursement policy or some other thing. If you can't find anything in any messages eBay may have sent to you then you should call for clarification.
