I was attempting to list a blank composition notebook. I am very confused. Any ideas on what would cause this or how to correct it? I began another listing but then the same thing happened.

(I have been a seller on eBay for a number of years.)

There is probably some phrase in your listing title or description which sets of the keyword bots. Or punctuation which leads them to think that you're offering a link or web page.

As suggested it is a "bot" issue. Seemingly it is a "new" one that isn't so smart. There was a similar report here yesterday, and quite a few in other e-commerce discussion forums with the same Personal Information Policy problem for other rather innocuous items.
Correcting it is another story... That would require contact with customer service, which probably won't understand what you are talking about, nor have any way to fix the problem. Do you sell on other venues? They tell you right in the message to NOT attempt to relist.
It would be funny if it wasn't so sad and frustrating. Newly forbidden item:

Sad and frustrating indeed. I thought I could just try rewording and relist, but maybe not. I will attempt to find another market.
eBay I promise it is a blank notebook. No info is included 🙄
