Issue with sale to Ukraine...

Last night a buyer from Ukraine responded to some offers I sent out on some low risk items and was able to purchase. (Buyers in Ukraine should be excluded from purchasing, I'm not sure how this happened).

I could cancel the transaction, but I'm willing to take the risk on the items in question, but would like the safest way to ship.

When I pull up the options it gives me "eBay standard international" (where I will get a label to Kentucky and they will forward it on), and then there's the usual First Class International and Priority Mail options. The buyer paid enough postage for anything I choose except the express shipping.

If I do the eBay standard delivery, is my part done once it reaches the processing centre (like it is for GSP sales)?

Does priority mail have tracking to Ukraine?

The buyer found a loophole and are using a Freight Forwarding service.  No doubt you have a block on anyone who's primary shipping address is outside the USA and they registered the Freight Forwarding service as their primary shipping address.  Ebay needs to reprogram this to say primary 'mailing' address.   I had this happen and a buyer from the Russian Federation made a purchase.  Heck even the Global Shipping Program excludes that destination.  They had too many issues with fraud and poor delivery service.  I cancelled citing there is a problem with the buyer's address.

eBay International Standard delivery does include Ukraine, they are quoting me $23 if my package weighs a pound.

This really is not high scam material, and the buyer purchased because I sent offers (but that's anonymous, so I didn't know who was receiving them).

I know asking them for their USA address voids seller protection, but I'm OK with taking the risk. Since my partner's company is in Ukraine, we know most issues is with Customs and the Post (and even my Express with full tracking to Ukraine got stolen at Customs). I don't feel the buyer is scamming me. I have better things they could have bought if they were doing a scam.
