Issue a partial Refund for an item

Hi, there's no 'refund' drop down box for an item ....how do I issue a partial refund?

Thank you for trying to help me but there is no drop down box for issue refund.  And my level of store doesn’t give me access to talk to customer service. I’m hitting a wall here.  Any other suggestions?  I’d cancel the sale but I’m out 4.98 shipping (I offered free shipping and the buyer provided an undeliverable address-so it came back to me)  thanks in advance
