Is unauthorized international shipping allowed?

I recently sold an item with international shipping disabled (I am in the US).  The winner of the auction gave me a residential address to send the item to, however about 3 weeks after FedEx tracking said delivered, I received a message from the buyer in which he revealed that he was actually in Jamaica.  

Is this type of unauthorized international shipment (outside of the EBay Global Shipping Program) allowed?  If not, how can I report this buyer and prevent this situation from happening again?

If you shipped to a US address, the buyer didn't do anything wrong.

If the buyer could've been in the states.  He could've had it shipped to a relative to bring it down to him or as a gift.  He could've used a reshipper.

Now if there's a problem with the item, then you are pretty well covered against a claim, but we'd need more details.
