Saw this account make an offer for an item I am selling, it seems kinda off because his reviews are pretty much all the same thing as seen from the pictures. Is this a real account or should I decline the offer.

Those are pre-filled FB eBay offers sellers. It was never so obvious before eBay changed FB sort from most recent to 'most relevant' which tends to cluster those pre-filled comments together.

If you're going to look at a buyer's FB, what they received is mostly meaningless. Look at the FB they left for others to see if there are any red flags.

It's up to you if you decline, but I wouldn't hesitate to sell to that buyer.  I also never bother checking buyers out anyways because both seasoned buyers and new ones get the MBG and you can't fight most problems.
