Is there any way to run a permanent discount for chosen countries only?

As I'm selling from the EU to booth US  and EU, I'm facing a problem due to difference in our taxition systems.

Is there any way to set a basic price, that reffers to "more expensive" taxation system (EU), but will be reduced by the discount for the list of shosen countries (UK, US, etc)?
