A user is messaging me pretending to be the winner of an auction. Wants me to ship the item to the "correct" address. Obviously I'm not falling for this. Did some searching and it seems like this particular person has been doing this for a few months now and has changed their username several times. I searched high and low but there doesn't seem to be a way to report users engaged in this kind of behavior. Can someone point me in the right direction? I have messaged eBay's help team on Twitter but haven't heard back yet.

Reporting such users is a waste of time. They will just create another account and keep on scamming.

And there's your answer. There is a reason the report function was removed from messages many years ago.
While noble, your reports will fall on deaf ears for many reasons including, most likely, inundation of these types of reports.
If you actually do hear, back, expect a canned response and little to no follow up.

Googled the message they sent me along with their previous user name. Found reports from 4 or 5 other individuals who received the same message. They've probably done this to dozens of people. Hopefully no one has fallen for this.

To clarify, did the user communicate with you thru ebay messages, or email? If it's thru ebay messages, you can see that the user's ebay name doesn't match the buyer of your auction, right (the buyer didn't try to cover this up as I don't think it's possible). If it's thru email, report it to spoof@ebay.com

I was a buyer of a high end camera once and someone sent a message to the seller
trying to snipe my item by doing that. the seller didn't pay attention to the user to see
it wasn't from me (the real buyer) and cancelled the sale. ...that is how I found out about
it after I responded back to the seller asking what is going on.
