I’d like to talk to an actual person. Payment is on hold. Buyer got the item but will not respond. The date for my funds just keeps getting pushed back.

Well now, you have a "shipping" problem. Go to the bottom of this page and ask for a call back. Have the order details available so you can discuss the "ZIP code problem". If they can straighten that out, then ask them to release the payment.

Might find something that will help there. Does the tracking showed that the item was delivered?

So you have an open case of item not delivered and your tracking shows delivered, yet to wrong zip code.
Did the buyer request you ship to a different address that was shown by eBay??

I requested they call me and it states 5 minutes until you receive a call. Well that was well over 15 minutes ago. Tried using the chat and no one came on.

I cannot seem to figure out how to get a human either. I want to document that my buyer (whose requested return) has the item he's returning listed for auction on Ebay.. MY item that i just refunded him for... but i can't find anything in the help or automated menus to document this. Pressing 0 while on the phone with Ebay just hangs up the call. The customer support line gives no option to speak to a human and the technical support line will confirm that you want to speak to an agent, puts you on hold, then transfers you to the customer support line. The report buyer link brings me to a page that says "you cannot report this member for the following reasons:" and then the page is blank underneath. PayPal has my account at negative $500 and has no option to allow me to add funds from my debit card.. and their customer support line has no option to speak with a human either.

Did you refund the buyer before you received the item back? What kind of case did he open?

"The zip code the item was delivered to doesn’t match the buyer’s zip code. We’ll need to hold your payment until we can confirm the buyer received the item. Your payment will be available on Sep 22, 2020, but you’ll get it sooner if we can confirm delivery before then." It said this would happen on the 18th the date keeps changing.

No case opened. Is says individual picked up at USPS facility. That is why I don't get it is on hold. It was picked up. It was picked up september 4th, and hold just keeps extending. I sold an item, but do not get my money?
