Is there a way to block potential buyers that have a high return rate on items?   Or something along those lines....

Sometimes I'll be chatting with a buyer that wants to return an item and the person sounds like they're a pro at giving sellers problems.

Yes, you can always block any potential buyer.

For what it's worth, eBay can take away MBG privileges from buyers who are serial returners. No way to block, though.

If a particular buyer is messaging you and you're getting bad vibes you can always add them to your block list:  https://www.ebay.com/bmgt/BuyerBlock    This will keep them from purchasing from you. 

Other than that, no.
