I want to become a seller on ebay but I do the budget for do it but I will, so I was looking for someone that I can help them to sell their products. Long short story I found it but I want to know is this a scam ? take a look at his email offer.

Your share will be: 30% of the selling price; ebay & paypal fees will be deducted from my share.
- I will provide 3 to 10 items/week , usually are the same items, it will be just a matter of re-listing.
- Description and photos of the items will be sent to you in a .ZIP file , all you’ll have to do is to copy and paste the information.
Most of the listings will be listed as "Auctions".
- Please Note: I will bear the items. All items are housed and shipped from Sacramento, California, US
- I will have the items shipped on the 2-nd day after buyer's payment
All returns are accepted within 14 days from delivery. Buyer pays the return shipping charges. Refund will be given as: money back or replacement.
- Payments for all listings will be collected in your paypal; you will send me my part of the money only after delivery when positive feedback is received or after 45 days(whichever is more convenient for you); this will cover you if someone makes a complaint.
Before sending my share you will deduct your 30%+ebay and paypal fees

I wouldn't.
I don't even open e-mails from unknown sources.
Even people you know can scam you.
The higher the percentage of being scammed by people you don't know.
Why don't you start selling on your own?

Scam? Who knows. But here are some things to consider:
a) As with any drop-shipping arrangment, you are at the mercy of the supplier. If he does not ship or runs out of stock, you are the one who bears the consequences in terms of feedback, defects, loss of seller rating, or suspension. The supplier has no incentive to be careful with his stock because he is immune from consequences - they fall to you.
b) All of the money received will show up as revenue on your social security number. In other words, for every $30 you make you will also be reporting $100 in revenue to the IRS. Sure, you can deduct the money sent to the supplier - but Iwould ask your accountant whether "I sent it by PayPal to some guy in Sacramento" qualifies as a business expense. I would also ask my accountant whether I would need to send him a 1099 for that money.
c) Did you stop to wonder why this guy isn't just listing this stuff himself? Has he been suspended as a seller? Is it stolen? Is he trying to avoid taxes? Is he laundering money?

Paypal allows buyers 180 days if coverage.
What are you going to do when 50 -170 days after the sales,
all the buyers (his friends, or his other addresses) file chargebacks?
He's already been paid!
All the losses, the Full sales prices, will be pulled from Your account.

Oh, heck, yes.
I have to wonder why anyone would want to get into such a convoluted mess of third-party selling in the first place, considering that even if it did proceed as described (which it wouldn't), you'd be earning only a minor percentage of the actual sale price, while taking on all of the risk. How is that better than simply learning how to sell by picking and selling your own possessions, starting with lower-cost/lower-risk items and proceeding from there?
