VERO has to do with the right owner ( maker of the item) Just do not mention names of the electronics other than what you are selling. For example, don't say "like an iPhone" unless you are listing an iPhone for sale.
I strongly advise against selling broken electronics on eBay. You can use the condition of for parts or not working and make it clear in the title and description the item is not working. The buyer can STILL file a not as described refund request and you will be required to pay return shipping and refund 100%

You just gotta take things to the extremes. Then take those extremes and turn them up to 12. I should try to take my current extremes over 9000.
Example of how to sell parts repair items now:

I love your description! I don't know if I would be brave enough to sell broken electronics or not from/ to another country. The OP is in Sri Lanka.

Yeah that is a good point. I don't know how things work for international sellers on the US site.

SNADs work the same way, seller pays return shipping OR refunds the buyer without a return. The seller has to send the money for return shipping to the buyers PayPal account since they can not provide a label from the return flow.
A return could be pretty expensive for the OP.

I guess that makes sense. Same reason why I don't do direct international sales, or GSP. Too many problems.

I still get people dumb enough to ask if the laptops work or have good screens. They get ignored at minimum or blocked as necessary. I assume eventually a case will happen. The next step is to smear mud all over them for discouragement lol.

If you are in Sri Lanka start by selling to Sri Lanka or to India and Sri Lanka.
But broken electronics are a high fraud category.
And as others have said, the cost of international return shipping is always high.
If an American demand a return and refund, this is what you would be paying.(you can turn on the metric measures)
