If you are printing your shipping labels on eBay it is automatically uploaded to the site and the buyer will see it on their purchase. Even when I buy internationally I can see the tracking number of the internal carrier. Both the seller and buyer will see the tracking number. See example below

I believe they are. It's a automated email from ebay saying their item has been shipped and also contains the tracking number.

I may be wrong, but my impression is that you have to set your site preferences (somewhere under "communicate with buyers" preferences) that you want an email to be sent out with the tracking #.
I don't have mine set to send an email to give the tracking # because I don't want to spam my buyers (I sell a commodity and I don't think anyone is pacing around watching their mailbox to get it:)). I do get messages asking me for the tracking # five or six times a year, though, and I've concluded that those are people who don't know to go to "My ebay" and then "Purchase History" to see see the tracking # that was uploaded to the transaction.
It's obviously a personal preference on whether or not to have it go out-- my choice is "no," but I'm sure it's a good idea in many cases.
