I want to know that if I log into my selling account from two Wi-Fis in two locations, for example, if I log into my selling account from my uncle's Wi-Fi on weekdays and my home Wi-Fi on weekends, the location and IP address of those Wi-Fis will change, so the account will be suspended. can it be?

As long as no other suspended account is associated with either Wi-Fi you should be ok.

In theory it should be fine (if your uncle has an eBay account, eBay could link your account so that if one of the accounts is suspended eBay could suspend all accounts).
eBay does not share how their fraud detection works. I would say eBay's fraud detection is very sensitive to the point it may get false positives. Previously I have used various Wi-Fi to access my account and would get notices that my account was possibly being hacked (it wasn't) and that I needed to change my login. I would also have to enter CAPTCHAs over and over while trying to work on eBay.
Now, all eBay selling account activity is done from my home computer and WI-FI. I also use my phone eBay App to receive eBay notices and some eBay Buyer responses. I have not seen an eBay CAPTCHA or possible hack warning in a long time.

That is allowed. However, if anyone ever gets their eBay account suspended on one of those other networks, your account too will be suspended. eBay links together all accounts that log in from the same IP. Using another person's computer to log in will have the same effect. Or if they log in on yours.
