My category of items is very frequently drop-shipped by no inventory sellers via Amazon.
Will I be breaking eBay policy if I say in the title "NOT shipped from Amazon"?

"Scammed" is such an over used word and often incorrectly used as you did here.
Buyers have responsibilities too. It is there job to decide where they are going to buy something for a price they are willing to accept. They get the product they pay for, so no one is getting "scammed". If the product is sold cheaper elsewhere, that just means the buyer did not do the shopping they could have to find a less expensive price. But then maybe it isn't as important to them as it is to you.

Where an items ships FROM does not determine "made in the USA", it actually has to be manufactured in the USA to carry that statement. It can ship from Nevada or China and still be made in the USA.
Are you assuming that because it ships from an Amazon warehouse it isn't a US made item? That would be a completely incorrect assumption to make. Certainly some are, but it is going to depend on the product.

I include in all my listings a sentence noting that all items in my inventory are stored in my smoke-free home.

You're an ebay seller and have nothing to do with Amazon, so I wouldn't put anything in the title mentioning them. If they were a manufacturer, it would be one thing, but they aren't.
Just make sure that your location on the listing and your profile are the same. That's where a dropshipped item would differ. You can also put something like made in the U.S. in your listing descriptions and we ship with care.

You are assuming they are drop shipping.
You are correct about the location of the item, while "lied" is strong, they may not be aware that policy requires them to state the location the item is shipping from. It could be an innocent error, still against policy but it doesn't mean they are trying to be deceptive.

I do not use the word "NOT" in the title or location. I use it in the description as in "Not harmful to animals"
Many use "NOT" as word spamming, they would write in the title "Siver NOT Sterling" which is annoying for someone searching for sterling silver.
Item location is good enough for me.

As someone already mentioned the bots are not very bright.
They would probably just see "shipped" and "Amazon".

If you couldn't figure out that an item was cheaper on Amazon, the world's largest & most popular online retailer, so you paid more elsewhere & felt cheated when it came from Amazon, then you scammed yourself
