Is it OK to Cancel an Order after issuing a Refund?

Due to some shipment issue, i can't ship the item to the requested country by Buyer. So i contact the buyer and issue a refund via PayPal.
Is it ok to cancel the oreder now?

It all depends on the reason you give for a cancellation.

Can you get the buyer to agree to it?  

If not, it may result in a defect.

Why can't you ship it?

If the item is not allowed through customs, you needed to figure that out before you liste it Internationally.

Can't ship it to the requsted country as government regulations.
Buyer already agreed & i almost send the refund via paypal

Yes it's ok to cancel. Use the reason "problem with buyers address". As long as you refunded through the original PayPal transaction the buyer won't get another refund.
