Is ebay bringing back an old policy?

So my friend who has been devasted by slow sales jsut got a rude awakening.  He's been on ebay since 2001. 17 years?  He somehow  managed to squeek out 3 small sales.  2 were about $15 each and the 3rd was $30.  He went to check his  paypal account to print out the shipping labels.  To his surprise the $30 was being held.  So he called ebay. He was told that since his monthly sales had dropped below $250 a month ebay would hold those funds for some time - can't remember how long he said.  (maybe 15 days)  Anyway he informed the cs that he couldn't ship the item till the money was freed up.  The cs rep then informed him that it would effect his ranking on ebay and might reflect his listing status. The rep did eventually free up the money. But the question is - is ebay going to bring back this policy now? I remember it a long time ago but this is the first I'd heard of it in quite awhile (years) With sales so slow now I can't imagine it's not going to impact alot of small sellers.

I know they do this with accounts where there has been no sale in the last 6 months.

But I have never heard this, especially involving such a small amount of money.

The hold has NEVER effected the ability to use some funds for the prinitng of shipping labels.
So yes it will effect his seller preformance rating as well.
The rep also did not free up any money...ebay doesn't handle the money..any money. Shipping funds were always available.

The policy about putting a hold on payments to low-volume sellers never went away, though  I doubt that the "$250 per month" threshold is accurate.

The funds will be released about 3 days after the tracking shows Delivered.

Your position needs to comply with policies. ANd the fund being on hold in YOUR account doesn't mean you don't have it either...it just means you can't pull it out for a period of time.

Like I said I never heard of it in your case.

But when there is a paypal hold on the money, it is in your account, you just do not have access to it immediately.

Tell him to send with tracking.  In this way if there are no problems, on day 4 call paypal, upload tracking, and ask them to release the money.

For new sellers and a sellers who have not been active recently, eBay does require holds to make sure the seller is performing at a high standard.  I realize the seller may have been excellent at one time but things change and the standards might not be the same now.

As already mentioned ebay has always allowed for shipping label to printed from the money on hold, so that will not be a problem moving forward.

Here is a link to the policy for you to review and learn from  -  Funds availability

As far as your personal policy of not shipping until full payment is received?  I am not sure how that will work because the funds hold will expire a minimum of three days after the items tracking shows delivered.

Your holds while eventually get removed as you have more recent history.

Good Luck Selling!

yeah I think his selling days after 17 years here are over - it's not his fault that there are no sales - it's ebay problem. He's not the only one

Well, another reason to GET RID OF SMALL SELLERS  That sell - oh 3 - 5 weeks and "0" Sales - oh and NOW since we will not let you get a sale due to our algorithms since you have no sales over $250 a MONTH - we are going to HOLD your money on PAYPAL - until the buyer gets their item and does NOT choose to return it..........................(and we can makes thousands on the profit of our banking interest while it is being held...by thousands of sellers).

How is this ebay's problem?  Do you expect them to force buyers to purchase his items?

Ebay isn't getting rid of anyone....the hold policies are not new. And sellers can choose how often they want to sell or not. That too has not changed. And no one can guarantee if an item will sell or not or when...something we all deal with and always have.
