Yes, it will. I'm sitting on a boat load of 'non-essential' items and would be more than happy to move them!
I'm thinking that all these folks receiving the 'stimulus' check will hold on to the funds for awhile; lay them back for necessities for now. (That's what I advised my daughter to do, anyway.) Survival before stimulus.
If it's truly going to stimulate the economy... and we happen to be among the small number of businesses 'open' now... I can see some buyers coming here until the theaters, restaurants and stores are open.
I think the next few weeks might be our best chance to at least rival Amazon in internet sales.

The whole point is for people to SPEND the money, thus stimulating the economy.
That said, I would imagine people with common sense would, if they spend it, spend it on essentials - stock up on groceries, household items, pay a few bills, that sort of thing.
As it stands now, and with my ever decreasing faith in humanity and common sense, I fully see people who have lost their paychecks and can't buy groceries next week buying iPhones and 60 inch televisions because...necessities, 'ya know. Gotta look good in that unemployment line. Neighbors gotta be impressed when they see all your expensive electronics sitting by the curb on eviction day. These are probably the same people who, during the housing bust, were paying their credit card, Netflix and cell phone bills while ignoring their house payments.
Food, shelter, utilities in times of crisis. Anything else can wait.

I think that, while it is unlikely that eBay sales will outperform Amazon sales, the part of your thoughts about the advantage eBay sellers have over non-essential items is definitely true. I am still shipping and open for business as usual, and so are the majority of my friends who sell online. One other thing that is going to positively affect the selling of non-essential items is (1) the tax refunds to those who qualified for any, and (2) the stimulus checks.
While I am an optimist, I am not as optimistic as to expect everything going back to normal by Easter. I think this threat is going to peak around mid-summer, and then hopefully, calm down for a while. The real threat is the continuous mutation of the virus, so even if / when we have a vaccine, it may have to be adjusted over and over again. But many people are - very wisely - investing into silver and gold pieces because those retain their value or even increase it, over time, as opposed to stocks, which can be vulnerable to the volatility of the markets.

I purchased 3 cd's from amazon on March 23rd and they arrived at my door yesterday 4 days later and 1 day before expected delivery. They don't seem to be slowing anything down.

I know there are still people buying but the trend I see for the categories we sell in is its a lot of below $ 50 purchases and things people can do or enjoy at home ... which makes perfect sense with all the quarantines in place. I will always lean to the side of optimism ... that's just my nature ...

I do think there will be a shift of "non-essential" commodities onto eBay from Amazon sellers who can't sell them right now through the site (with their 50,000 free listings and all).
ETA: And maybe the customers will do a little more shopping while they're here.

I tried to buy several no food items on amazon this week. They were all showing April 27. The one thing I really wanted I bought on eBay and already got it.
