As for your questions. How was it you were scammed? To take a guess, it sounds like he bought the item but did not actually pay? The 8.70 charge is your Final Value fee more than likely. Sellers pay about 10% of the sale to eBay each month, so the amounts will vary. If your buyer didn't actually send the payment, and you shipped anyway, I am afraid you are out of luck. There is no way to recover the item, or force the buyer to remit.
