I sold a $700 trading card to a buyer in Germany. When they tried to pay it said seller doesn’t ship to your location. I am enrolled in the eBay international shipping program and I have that I ship to Germany in the listing. I am hesitant to ship the card without eBay protection if card is lost, doesn’t arrive, or buyer said they didn’t receive the card. Any advice would be appreciated, I have read everything eBay states about the international shipping program but don’t know why the buyer can’t pay for the card. Thx in advance.

Germany has recently imposed restrictions on USPS Priority Mail items with an insured value of $500.00 or more, and items valued at $500.00 or more will be returned to sender.
There also seem to be further import restrictions that apply --read https://pe.usps.com/text/imm/fh_011.htm
Your buyer is out of luck -- but you just saved $700.00.
Refund the buyer, and explain that the problem is with his own country's import restrictions.

If the item you are referencing is the following from what I am seeing in the listing it is eligible for the EIS program. This may be one you will have to tell the buyer to contact eBay support about preferably through one of the social media sites.
