I've been a seller on Ebay since 1996. They recently changed their consolidator from Kentucky to Illinois for international sales. I have never had any issues until this change. I sell a 3oz jar of a rare palm oil. It does not fall into any restricted item anywhere. I live an hour from the consolidating center by O'Hara Airport. Yet when I ship to their center 4oz usps they charge me $13. I can ship to California for $3.90. They keep charging my account $15,00 and return the product with no explanation. After numerous calls in which they promised to rectify the situation, NO RESOLUTION!!
I've had 2 negative feedbacks in 29 years. One the buyer made in error and the other is an international one pending error by international sales. I only do a few thousand in sales per year so I guess I'm not a valuable seller to them.. I'm not going to call those poor kids at their call center again in the Philippines who make a few hundred dollars a month and vent to them. ADIOS EBAY!!! I don't need your headaches and lose money on my sales.

If so, are you SURE you check Ground Advantage for the shipping??? It may be that you checked the wrong box or the box was automatically checked for you and you didn't change it. It should have just been 4 oz via GA if the packaging doesn't push it up to the 5 Oz rate.

If so it could be for your packaging. If you have a 3 Oz item that only weights 4 Oz after packaging, it is likely the packaging isn't suitable for cross country shipping much less international.
Ebay does not have a "Call Center" anymore. Not since they shut it down during the Pandemic.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

You didn't provide much detail on which item but I looked at your listings, both sold, and active. There are two pieces to the shipping when items go through EIS. The invoice is sent to the buyer and includes the shipping cost for both legs. In your case your listings have "free shipping" which means the buyer is charged nothing for the domestic leg of the shipping from your location in Waterford, Wisconsin to the hub in Chicago or possibly the one in CA depending on where the buyer is located. You pay that shipping cost when you ship the item to the hub just like you would pay it for any other domestic sale.
When you say they charge you $13 what are those charges for? Are you talking about the eBay fees by chance? Your listings also indicate that you do not ship internationally either that or when you post the item EIS is deeming it not eligible for the EIS program. I don't have insight into the algorithm that eBay uses to determine that but there is a long list of items that you cannot ship through EIS. Looking at your shipping for the one active item you have listed I only see shipping to the US. I don't understand the $15 charge or what it relates to is that for return shipping, a fee, are you promoting your listings? Not enough information to determine what's up.
