We are trying to setup a test listing to try out eBay's International shipping Program. it appears to be setup correctly for this listing but several international buyers from different countries are not able to purchase the item. Here is a screenshot of the shipping settings. Please let me know if I need to make any changes.

Hi! This form seems correct, but i haven’t made an international sale yet since the new EIS program has been launched. However i did have two thoughts (that you may have already considered).
Do you have exclusions set up in your Shipping Preferences that could be blocking a purchase from an excluded country?
The other thought that occurred to me is the possibility that the item the buyers are trying to purchase is not eligible to be imported into their country.
Hopefully other posters will chime in to help solve the dilemma. Good luck.

Ok, I don't use Biz Policies, so maybe this is my error, but that looks weird to me. Why would you specify FC Intl shipping if it's EIS? Or am I reading that wrong? If you use EIS, you only ship domestically (either FC now GA or Priority).
I use EIS & have made numerous EIS sales, but I don't use Policies, so I may be misunderstanding something here.

If you're signing up for "eIS" then you need to enable "eIS" is you're account settings. The way the program works is buyers buy and you ship to an eBay facility. eBay then inspects and takes charge of the parcel performing all the customs paperwork, etc. The customer is assessed whatever additional charges presumably at checkout but essentially eBay sit's as proxy in the transactions.
The automatically signed me up for it some months ago, I had my doubts but figure why not give it a go, I trust eBay. I have to say it's been wonderful!
Go to the help system and search for "eIS" to get started, make sure to read it all so you understand how it operates. Again, you're shipping domestically to an eBay facility and they do the rest.

I’m in Canada. I just looked at two of your listings and they both have very extensive “ships to [country]” lists.

Your example is not correctly setup either. Getting into EIS is an automated process at present you cannot simply OPT into the program. EBay is transitioning sellers unilaterally and are supposed to finish late this summer. During the process they will transition and modify your listings, at least those that are eligible to EIS shipping. What you can do is set your preferences up to allow international shipping. In your account settings click on the shipping preferences.
It should give you the following.
Edit the shipping settings and exclude the countries you do not wish to ship to at the moment. You can always open it up worldwide once eBay transitions you into EIS. Once the transition is complete it will become your default for any new listings. Until they transition you you will have to handle international shipping on your own. EBay may or may not notify you when they do your transition.

What you are reading is just the title of the Shipping Policy but the settings are as follow. The guide says to turn off "international shipping" and that will make EIS kick in. We did that and EIS shows as available for my listing but my customers cant purchase.

The second portion of your post might be where my issue is. I set up the Shipping Policy to have no exclusions but when I look at that page it shows 227 exclusions. However when I hit "edit" it doesn't take me to the page you are looking at...maybe I navigate there some other way?

To the best of my knowledge sellers do not yet have the ability to enable EIS on their own the transition is being done by eBay and is supposed to be completed by the end of summer 2023. Following is the link to the EIS help file
During the transition eBay may not make all your listings available for the EIS program there are some restrictions which are outlined in the help file. Check your shipping preferences in your account settings if you don' t see the following you are not yet enrolled and have not been transitioned.

I just wanted post an update. We appreciate all of the responses! Our test item was a radiation detector tube which is small and used mainly for research purposes. Although there are no export restrictions for this item, EIS sales were blocked. I'm not fully sure how the EIS program works but it seems like ebay has established a list of things to preclude from different counties. At first they said it was a battery, which it is not. Then it seemed like they thought it may produce radiation, which it does not. Beyond that customer service was not very helpful. Our solution was to opt in a variety of test items to the EIS program and today we received our first EIS sale. Thanks again to everyone that responded.
