Just shut down global shipping. Customer bought a pair of shorts then said i sent the wrong size. To ship them back would cost me $99.00 refund was only 44.55. Also shiped for free so out another $7.00 I spoke with ebay about this buuuuttttt. the worst part is tomorrow he scam another seller.
I simply cannot wait to see what happens when returns become free. Ebay excuse is we want to be more like department store. Problem is that it doesnt cost the department store any shipping money for a returned item. I wish I had sold on ebay when it was good but a day late and a dollar short. What I want to know is there a way you can block someone with 5 or less buys on ebay? This is the third problem i had and its always with someone brand new to ebay.

Sorry this happened to you, OP. This is the problem with international shipping.
There is no way to block low feedback buyers. Everyone started at zero.

OP, why $7.00 to send and $99.00 to send back. Or is that a typo?

Ouch! I can see why you are not going to ship internationally anymore.
You can't block low feedback buyers anymore than a buyer can filter search results to not see items from low feedback sellers. Annoying both ways!

$7.00 for shorts to Kentucky is actually kinda high... must have gone over 1 lb.
I have no idea why it's $99 to return it, but if it's going through eBay's automated Returns system, that would help explain why nothing makes sense and the cost is ridiculous.

The reference to global shipping makes me think this was a GSP sale and it’s $99 for international return shipping......

That's absolutely nuts... I ship all my items out myself. I've had to send funds to cover return shipping (If I wanted to bother getting the item back, if it was worth it to me to do that). I've sent around $5 to $10 most of the time to get my items back. If it's an honest mistake and the item is inexpensive, I just refund. If I think someone is trying to scam a $10 token from me, I will pay $15 to make them send "something" back.
Cheers, C.

Definitely a GSP sale and we have no idea the carrier rates for the country the item is being returned from. Unfortunately many shorts these days have to be sent priority flat rate bubble due to a larger size, heavier twill, or cargo. I just paid $6.90 today to ship a pair of heavy twill shorts.

If the buyer does indeed return the shorts they purchased originally, this seems a pretty lame scam to me. What am I missing?

If the seller does not fork over the funds in advance for return shipping for an international sale, the buyer gets to keep the shorts and get his money refunded as well. The GSP is useless for a SNAD complaint unless something was damaged in shipping.

Yes, I see that as a possibility, but I didn't really get an answer to my question about the scenario of the buyer returning the shorts to the seller.
And while the GSP may be useless for the type of SNAD complaint the OP is dealing with, what domestic shipping method offers this protection?

It had to be GSP. You (or I) can't ship anything international anywhere for $7. OP must have shipped it to Kentucky.
It should come back First Class, and there is no way a pair of shorts should cost $99 to ship back, unless someone is insisting on sending it Express International or Global Guaranteed.

This sounds like a typical international scam. Buyer claims seller sent wrong size (I'm betting they didn't), so seller is responsible for return shipping, but buyer knows that will cost more than the item is worth, so they're just waiting for seller to abandon it and they'll get some free shorts.

I don't know what country is involved here but the old "viewable online" delivery confirmation is an issue as well. I wonder how much delivery confirmation from one of those "stan" countries would be for a one pound parcel? Even if it was half that amount or less, there is no guarantee that you get the item you sent back anyway, and you still have to refund.
