International Buyer requesting invoice for a single item purchase (USA shipping only)

Why would international buyer request an invoice for a single item?   Why can't they use the payment link eBay provides after the auction ends?   (There are no changes to item price or shipping cost, thus no reason for an invoice.)    They say they need the invoice to pay for the item, but waited 3 days after the listing ended to ask.

I only ship within the USA, and they have a shipping address of a re-shipper on the West Coast. 

Any ideas ???

They should have seen the invoice when they made the purchase.  

On eBay, the shipping address of a re-shipper on the West Coast is the equivalent of having a USA address.

Wait until the 5th day and cancel the sale citing Buyer did not pay, there is absolutely no reason for them not being able to pay the same way as everyone else.

I understand that once a seller issues an invoice, the time allowed for payment resets to 4 days from the date of the invoice.

Your buyer may know this, and is playing for more time to pay.
