Had a buyer purchase an item BIN, but then immediately requested cancellation via eBay (which I agreed to). No transaction occurred, I simply lost out on what remained of that 30 day listing. I was not contacted by the buyer at that time, therefore I had no way of knowing the reason for the cancellation request. I decided it would be best to block the buyer. Maybe I was having a bad, I don't remember.
I re-listed the item a few weeks later. Yesterday, I was contacted by that buyer with a rather passive aggressive message about my be spiteful for blocking them from purchasing that same item. To my astonishment they had also gone back to the originally cancelled item and left me the following retaliatory Negative Feedback (exactly as written): "Adam smelled like smoke, verified by three people and seller is horrible." The item is actually a new diaper bag, so I'm not sure about the "Adam" thing, but at any rate they never had the bag in their possession so the feedback was in violation of eBay policy. As a side note, I have now looked at the other feedback they have left for buyers and it's not pretty. Lot's of neutrals and some negatives with bizarre comments like the one left for me.
I called eBay and they removed the Neg Feedback immediately. I'm still not clear on how they were able to leave the feedback in the first place, as the cancellation was requested by them through eBay. I simply agreed to the request that eBay sent me. My question now is what will keep them from leaving another Neg Feedback on the original cancelled transaction once they find out the feedback has been removed? The cancellation still exists in the system and the feedback icon is still there, which leads me to believe that feedback can still be left. Of course they can also have a friend buy an item from me for the sole purpose of leaving Negative Feedback, but that's an entirely different animal.
Sorry this was so longwinded, but any help would be welcomed. I'm just confused by this one.

Cancelling a transaction doesn’t block feedback from being left. If the buyer asks to cancel, then negative feedback is removable. So that’s why the buyer was able to leave feedback. And feedback can only be left once so the buyer can’t go back and neg you again on the same transaction.

They will not be able to leave feedback a second time for a transaction. Also when you cancelled the transaction you got your FVF credited back to you.
It sounds like you handled it very well. Now just let it go and move forward.

I try not to let these outlier hiccups bother me, but I've never received a Negative before. Thankfully this one was removable.

Thanks! Even the customer service guy who removed the Neg told me they shouldn't have been able to leave feedback at all. I figured he must have been misinformed.

If it's a official buyer requested cancellation the seller agrees to
not one the seller sends it is supposed to block feedback according to written policy

So it should work that if it's a Buyer cancel request that you simple click agree the buyer can't leave feedback. If it's a buyer Contacts through messages asking to cancel and you have to send a cancelation as buyer requested and have messages showing the buyer requested it can be removed.

Maybe that's why eBay agreed to remove it so quickly. I was under the impression they shouldn't have been able to leave feedback at all.

I feel ya ...
More eBay stupidity to defect sellers for returns THAT NEVER HAPPEN ... like when they decide NOT to return an item that has been approved for return and a prepaid label sent. Ridiculous.

I am not sure where the thought that you get a defect whenever a return happens but that is not what the policy says? If you look at your seller dashboard returns is not part of the formula they show for your seller rating (TRS, above standard, below standard).
In fact the policy is much easier to work within now than when the whole defect system came into play. Now a seller can only get defect in two ways.
