Effective on any listings that are listed or renewed on or after April 1, 2021

That was part of the Spring Update 2021 news today and is referring to the final value fees for a slew of categories.

I'm confused. I thought eBay was going to manage everyone's payments??  Are there other options?  Or, is this just meant for the remaining sellers that have not transitioned to MP this year yet?

this is for remaining sellers who have not been converted.  I think I read ony 38% of sellers are on MP at the moment.
