If a buyer requests to cancel can they still leave feedback?

I have another upset that I will not email a code for the giftcard and he is now threatening me with either refusing it or filing a claim that there is no money on the card.

I have him in eBay messages demanding that I cancel the transaction. He sent a formal cancel request. Can he still leave a neg?

Will eBay look at emails off eBay that have threats from another user? I am assuming he got my email from PayPal.

If it’s a formal request that you click accept it blocks feedback.  If you mean a formal request as just  message with the heading of request to cancel they can still leave feedback but you’re supposed to be able to call eBay to have it removed if you have messages requesting to cancel

Then they can leave feedback but you should be able to call and get it removed
