Does the seller know your identity when you "decline" their offer?

No sellers only know your eBay ID and location, if you send an offer,. If the seller sends you an offer they don't know who it is being sent to. When looking at the offers sent your ID is masked.
The only time a seller knows more than that is when you make a purchase. Then your name address and phone number are shown in the order details.

No, they don't get even your user ID until you accept an offer, until that point we're sending offers blindly.

I have seen postal code or country, which helps me decide if the deal is worth my while, since I use Free/Flat Rate shipping for North America.
A deal that might be fine for California might be a money loser for Quebec.

Offers are blind. The seller doesn't know your identity when they send an offer to watchers, or when you decline.
The exception would be if you asked a question, the seller replied with an offer, and then you declined.

Nope. It's obfuscated on our list of Seller Initiated Offers.
I guess with a little detective work sometimes you could figure out a full username. I've never bothered trying, and it would require us to have interacted with in some other way.

If the seller sends the offer there is no way to know who the buyer is or where they are located.
If the buyer sends a seller an offer yes you can see their location and their eBay ID because sellers see that info in a message.
The OPs question is about a seller sending the offer if the buyer declines does the seller see their info, the answer is nope.
