First of all please move it away from My Ebay. If my mouse even slightly glances it it goes away.
I want the Notification Bell to stay lit up until I have Answered a Question or Shipped an item. That way I don't forget to do these things.
This would help many sellers remember to do things in a timely manner.

Nice suggestion...my notification bell seems broken...non function...missing my yellow bell.

You probably already know this. But if you delete your history, that might clear up the bell. Also I use Ccleaner on a weekly basis to clear up history and cookies on my computer. Sometimes that clears up things. Ccleaner can be found by a search. The official version is made by Piriform. The free version works fine. It will speed up your computer too.
Also make sure you have the latest version of your browser your using. Check for updates. I use both Chrome and Firefox.

I just wish there were a way of totally doing away with it.
While it's certainly useful to many it becomes useless when it reminds me of things I took out of my Watched list six months or more ago

Agreed. It is anoying when you think you might have a sale, but it is instead something you looked at long ago which you have no interest in anymore.
Maybe seperate bells would work ?? One for sales, one for watches and keep the one for the cart the way it is. Different colors too!

I have all 3 enabled, but have so many layers of defense going back years that I slapped in on the fly when something ground my gears - AdblockPlus, Stylish CSS rules, Greasemonkey annoyance killing scripts, hosts files blocking - that I don't even know what is killing the announcement bell off anymore.
I'd suggest starting with the first 2 - the element hiding rules - and see if that does what you want (with no side effects)
The third one is a blocking rule to stop the incessant polling for notifications I was seeing on my firewall monitor even though the bell was hidden (I think)
(Webpages don't autorefresh, update, or do anything I don't initiate in most of my browsers - absolutely no activity in or out after I load the page - so that polling was really obvious as I recall)
