I want to sell very old and expensive item, but my selling limit is lower than 200 usd. The item costs about 3000 usd. What can I do in this case ?

NOT SELL IT ON EBAY.
$ 3000 should be cash in hand only. not online, not on a site that may not sell and may refund the buyer. Start small and learn, stick to local sales for the big money. Cash is King.

As a new seller or veteran seller, I would never sell any item of high value that you mentioned on ebay. You're a new seller, you are at risk of possibly being scammed, not to mention ebay watches very closely as to what new sellers list. Selling an item of a high value could get your account suspended, as the sale would be deemed suspicious. You are in the Russian Federation as well. Many issues of scams and fraudulent activity from your region. Your idea is not advisable. Sell something else.

There is no getting around your new seller limits. In this case, you will need to prove yourself first before eBay will raise them. This policy is for your benefit. New sellers with expensive items can be targeted by scammers, and lose both their item and the money from the sale. Ebay has a wide learning curve and is not conducive to quick sales for fast cash. You can be glad there are rules in place to protect you.
In the meantime if you want to get started list a few items that are easy to pack and get some hands on experience shipping things out.
It also would be good to buy a few things to help build up your feedback score so it is above (10).
