Hello!
I'm totally new in selling stuff on Ebay. I started selling some games I had. After i sold 4 of them & tried to relist my listing I got the message: You have reached your maximum account balance limit. Your limit is based on transaction history and reputation as a seller on eBay. Your history of selling on eBay and any previous past-due balance may affect your limit.
Can someone help me on how do I proceed with this?

ALL new eBay sellers have listing limits until they've proven themselves to know what they are doing.
You are a NEW seller in eBay's eyes although you were first registered under this ID in 2016.
You probably should go back and read about those limits, usually listing 10 items per month.
Generally speaking, you need to have been selling for at least 90 days, have sold $250 in merchandise and have more than 0 feedback beside your name.
And, just a caution here: Do not open a store, thinking it will increase your listing limits -- it won't and you will be paying for something you cannot really utilize to its fullest.

When phone customer service comes back up, try calling to increase your limit. That is what I did after some successful sales.
