I did something most advice on eBay would say is a horrible idea but I was naive and impatient. I posted a listing for a camera that a buyer messaged me on the side and said they could not make happen and if we can do a transaction outside of eBay because the "buy now" button isn't working. This has happened to me before. And since this member had 1000+ reviews, I figured they were serious and I cut them some slack.
Now, I sent them the item almost immediately, after they sent me the money, and now the money bounced and I have neither the camera or the money.
Im not asking eBay to do anything about this. I know I was in the wrong for agreeing. But I am trying to report this buyer or even bring it to the attention this person is scamming people. But there is literally NO WAY TO GET IN TOUCH WITH EBAY. How do I even bring this to the attention of people or law enforcement?

Nah, you got it. It wasn't my intention to violate eBay or their rules (that's not the rules and I accept the consequences to my actions). It was truly a dumb decision on my end.

You don't need to get in touch with eBay. There's nothing they can or will do for you. You can't report the buyer to eBay, because you didn't consummate the transaction on eBay. eBay would have no record that you'd ever done business with that buyer.
Sometimes, the rules are there to actually protect you.
Contact your local police department. File a police report, a mail fraud report (if sent via USPS), an FBI IC3 report.

You as the seller for taking it off off eBay should get: NO longer a registered user....
The buyer scammed you because you tried to scam eBay:
Foolish thing to do and it finally came back and bit you....
As others have advised File a report with law enforcement.

So you seriously want to let eBay know that you knowing took an eBay listing "off eBay" to sell it which is a direct violation of eBay policy.
If eBay were to find out that you did that you would be subject to the FVF payment for the item as is outlined in eBay policies.
Sorry that you were tricked by this buyer scammer, but I really don't think that it would be in your best interest to notify eBay of what you have done.
