So, supposedly e-Bay now has a policy for when sellers send offers to buyers, that your item will remain listed and you won't lose any watchers if the buyer doesn't pay. Guess what? I sent an offer, the buyer didn't pay, but I lost all my watchers and my item is no longer on my list of items to be sold. The customer service department refused to help me, and tried to mollify me (which did the opposite) by saying they would contact the right department to fix this issue, and that I have to wait 4 days for the buyer not to pay before I can relist my item. Therefore, I refuse to send offers to sellers from now on and e-Bay will probably lose out, since my items won't sell as quickly.

If you sent an offer to your buyer and that buyer accepted your offer that would end the listing, thus losing watchers as well.
Whether or not the item was paid for you should still find the item in ended items as well as items awaiting payment.
If your buyer doesn't pay you can cancel after 4 days citing buyer didn't pay to recoup any fees you were charged for the sale.
If you refuse to send offers to sellers or to buyer, no one would know but you.

No, ebooksdiva is incorrect. According to e-Bay itself (I spoke with management in the U.S.), their new policy states that if someone accepts your offer, your item stays on your selling list (not ended items) and you lose no watchers UNTIL the party who *bought* your item pays for it. That didn't happen due to a glitch in the programming? E-Bay management told me they would contact the right people to fix the glitch. To ebooksdiva, yes, I would know, and that's what counts. When and/or if e-Bay fixes this glitch in their new policy, hopefully they will contact sellers to let them know that they've done so.
