I started a post recently asking if I can list the same item if I change the title or picture or something and was told by everyone, no I can't.
Now the same people, rockstars, superstars, guides and many others tell me I can open more then one account but they never let me know I can just make a second account and list the same item there.
Or am I wrong about that? Can I list the same item, 1 in my existing account, and 1 in my new account?

This is not a simple yes or no answer, because it really depends on the item being sold. If it's something everyday, typical consumer goods, then no you can only have one listing of like items.
But once collectability enters the equation, then you are inviting INAD's. If something is collectable, even the slightest difference in "shelf wear" makes a huge difference to the buyer. In many cases, it makes a huge difference in price you can get and even how fast/if it will even sell.
Something does NOT have to be graded to be "different". If you have two ungraded "identical" baseball cards, they are never 100% identical. Condition makes a HUGE difference to collectors. They are not "identical".
And no, that's not trying to work around rules, that is reality. eBay is a place where many collectors come to buy/sell. They encourage it. I am pretty sure the INTENT of the rule was to quell these to things from happening:
1 Seller has ONE item, but makes multiple listings in hopes of selling the ONE item they have.
2 Seller has multiples of identical consumer goods, but lists them individually and clogs the server space.
