While you may only ship/sell in the U.S. this does not stop international buyers from searching the U.S. postings and finding items. There are many buyers who use U.S. based freight forwarders to ship their items and these are often the source of various problems. If you do not wish to sell/ship outside the U.S. simply respond to the individual and say while you appreciate the interest you do not sell/ship outside the U.S.
I sell internationally and ship quite a few items overseas. However I only sell to limited countries. I will not sell or buy from China, Russia or any of the FSU countries simply because they are a large source of international scamming and counterfeiting activities that are condoned and supported by their governments. I will not ship to a freight forwarder for international sales and utilize the eBay global shipping program to deliver international sales. It slows the delivery a little bit but seems to discourage a lot of scammers. You also have to calculate in any currency exchange or additional international fees eBay may charge when setting your price.

The buyer may have a US shipping address, either a friend/relative or a reshipping company. If you accept the offer, eBay will charge you an extra 1.65% Final Value fee for currency conversion.
Also, are you sure you have your Buyer Preferences section set up correctly so that buyers from countries you don't ship to are blocked?

What @dbfolks166mt says is true. People use 3rd party shipping services and that way they can still say they are overseas and have a shipping address in the US. Most likely that US address is a reshipping company
I would check your buyer preferences as @myboardid said.
You can choose to exclude specific shipping locations (regions, countries, PO boxes) from all your listings by using our Exclude shipping locations page. When you apply your shipping exclusions, we'll block buyers whose primary shipping address is in a location you don't ship to. You can change this setting in the Buyer Management section of your selling preferences.
And sadly, this will not stop a buyer who lives overseas from trying to make a best offer and use a reshipping address. I checked. I would just message them with something like this (feel free to edit)
"Hello Buyer! I appreciate you sending me the offer, however, I will have to decline as my listing states I only ship domestically in the United States. (For liability reasons, I can not ship items to reshipping companies or addresses outside of the United States.)"

Amend your postage policies and select all countries you don't ship to that will stop overseas buyers offering unless they use a forwarding shipping agent.

Isn't that overkill? I would assume that if OP just shipped to US only, there would be no need to select every country. Also I don't see how that stops reshippers (assuming it blocks by shipping address)

If you don't block international locations in your shipping policies and you only ship in US overseas buyers can still attempt to make offers or even buy and request an invoice. By selecting all countries OP does not ship to it will state seller does not ship to Japan etc in the listing. It will also block those countries from attempting to purchase your item. There should be no need to select every country but there is if you want to avoid offers from places you don't ship to.

You must set your listings to only allow domestic sales.
Shipping any item to another country is extremely risky even under the best of circumstances. You could encounter fraud, extreme tardiness, incompetence, indifference, and the like. You are asking for trouble.
And note that the maximum insurance available to foreign addresses tends to be $200 to $300, yet there are many reasons why a claim of even that meager amount could be denied.
