Is there any recourse for having to refund the money even though the tracking info clearly shows the item shipped and was on its way? Everybody knows the post office backed up, heavily. Any thoughts please.

but in that case, Amazon, NOT the seller, will take the loss. Because Amazon promised buyers will get the goods in certain number of days.
Ebay seldom do that. It is the Sellers who are paying both ends.

I would bet Ebay will definitely recharge that same amount from Buyers account.
