What did I miss here? I tried to list an item for sale (I haven't sold anything in about a year) and I'm not allowed to?? Is eBay only for super sellers and stores now?!

usually they will let someone that hasnt sold on ebay for a while sell but with a restriction on how many listings they can have until they show positive steps again. if you sold here before did you forget to pay your bill or something else?

maybe  they locked it  because of scammers.  thats just a wild guess thrown out there.

"I'm not allowed to" does not give us any information to go on. 

What is the exact message that eBay gives you? Are you supposed to have signed up for managed payments, but have not? 

There are many reasons why a seller might not be able to list, but all we can do is guess unless you come back and give us better information.
