I have a problem with a INR case. Need advice please

I have an Item Not Received Case to be resolved by Oct 9th

This was an $84.00 order. Buyer shows as United States. An eBay vetting of the buyer shows the account looks good. Buyer originally messaged and said he only received 5 of the product instead of 7 shipped. I distinctly remember counting these out.  7 were shipped.  The last 7 I had in stock.

There is a dollar amount of $21.12 with the item not received dispute. Never seen this before but I rarely ever have an INR. 

When I google streetview the address, it is a reshipper in Miami. EPS Logistics. The buyer used an incorrect zip code on the order and the shipment is delayed.  No delivery scan.

The reviews are horrible. Bing shows EPS as closed. Google shows EPS open with terrible scam reviews.

I have heard of a scam before. Different zip code, package delayed. Buyer files Item Not Received case. Gets refund. Package delivered at a later date. 

I filed a “return to sender” request for ~$15 with USPS. I also filed a missing package request.

Soooo, what is with this $21.12 partial refund the buyer is asking for when the package is not even delivered? I smelled something fishy when the buyer messaged and said he only received 5 of the 7 and wanted a partial refund.  I never responded to the buyer. I figured he could go ahead with the next move.

Again, I have to respond to the INR case by the 9th.

That is all I can think of right now. I would appreciate any advice and will also answer any needed questions. I will check back periodically over the course of the day, evening and tomorrow.  Thanks to all.  ---  calntom

When you open a help request with USPS, they either provide a callback or a email and then they close the case. 

I chose email and received this from USPS:

"Our records indicate this item was last scanned on 09/25/2021 in MIAMI, FL 33152. At this time there are no further scans. Please keep checking our website at USPS.COM under TRACK and MANAGE, to see if there are any updates, and if by 10/22/2021 this item, has not been delivered, it would be considered lost."

What was weird about this INR is that the buyer claimed to have received the shipment but only received 5 of the 7 items that were shipped.

I thought about doing this but can you do that when they say they received the shipment but it was short?
