This was happening yesterday to me.  I logged out of eBay, re-booted the browser and issue ended.  May have have been coincidence.

I do not know if this is your problem or not but if you do not have a paypal business account you might not be able to pay your eBay fees with paypal?  You can learn more about this from this link

Maybe they can't afford to pay their IT guy to fix this issue because you haven't paid them yet.

I have a business account, so that shouldn't be the problem. This is an issue, that's been happening to me, off and on, for a few weeks. Thanks for the suggestions, but it's nothing I'm doing, or not doing, and it's becoming old.

got a regular personal PayPal account here. they just auto upgraded me to the cash plus account. nothing has changed still paying eBay with it. Might be different for those that do not get the new cash accounts.
