If you sign up for ebay's "wallet" rather than payouts to your checking account, you could spend that money on eBay. It's voluntary.

You earned money selling on eBay, now ebay wants you to use that money purchasing on ebay, rather than  spending it elsewhere.

There have been a couple of postings from sellers indicating they have received this time of message. Either, as doc-holmes  mentioned you have signed up for spendable funds, aka the digital wallet, or eBay is trying to get you to sign up for it. EBay is probably going to push this to the max since it is a huge savings to eBay with regards to their costs and bottom line as well as fencing the funds to eBay purchases.

This is similar to what PayPal had if you left your PayPal funds in escrow. The only difference being you could use the PayPal funds to purchase items form a lot of different places other than eBay.

So eBay is not giving you anything. They just want for your earned money to go into their pocket instead of your checking account so that you will spend that money on eBay purchases. Do I understand it correctly?

Pretty much correct. The money does not actually go into their pockets as you will spend it sooner or later but the later the better for them. There are two big advantages to eBay when sellers sign up for the spendable funds or digital wallet. First if you use your digital funds to purchase items eBay does not have to pay the CC merchant fees which are usually 2-3%. Secondly eBay can earn interest on the money while it sits in escrow just as PayPal did/does.

From a sellers perspective this may present an opportunity for some sellers who need liquid funds to purchase inventory. Personally I have always just used my CC which has a 5% cash back reward and the CC money is pretty much an interest free loan for up to 30 days until I get my CC bill which I fully pay to avoid any interest charges. By the time I get the CC bill I generally have the payouts from eBay.

That is the total of your available funds.

Ebay would rather you spend it here on ebay than wait for it to go in to your bank account.

It's eBay trying to keep it in the family, to get you to spend your eBay sales receipts on eBay listings, to spend your money at the company store...

Everything is too expensive on eBay due to sellers having to raise their prices due to eBay forcing sellers to promote their listings.

Everything is cheaper at the stores without having to deal with the gamble here.

One could even argue eBay is giving what members want for once, based on the hundreds of posts on the Payment board from people complaining that MP made it harder for them to shop on eBay, even that it would completely stop them from buying here.

I guess they can’t win…
