I’m in the midst of a PayPal dispute. I sold buyer some sneakers through Grailed. Buyer paid 440usd through PPGS and it was shipped via USPS. Item had not arrived in one and half of month and buyer opened a dispute through PayPal. I was forced to refund due to item not arriving (USPS international shipping delays). I checked back and saw that the item has subsequently been delivered, but PayPal won’t reverse their decision even though it is showing delivered and it was under $750 (not requiring signature). They say they need further proof of delivery, but “proof of delivery” is not available for international parcels on USPS website. The buyer will not respond to me.
I thought if the item was under $750 dollars on PayPal, a “marked as delivered” status should suffice as proof of delivery?
Tracking status showing that it was delivered to the agent
I have submitted a complaint to the postal inspector. I have tried contacting the buyers local PD to obtain a police report. I’m running out of options. Thank you in advance for any help or guidance you can give me.

Never heard of that. So this is not an eBay transaction? Have you tried the PayPal forums for help?

You did not sell through eBay. You did not receive payment through eBay. Nothing about this transaction involved eBay at all. So why are you asking here?
You should ask for help on the Grailed site, or PayPal.

That's exactly what you're going to get here, too,, since eBay has nothing to do with your transaction.
If you've already contacted Grailed, PayPal, and USPS, you've probably exhausted your avenues of redress.

Here's an answer........
Once a buyer has been refunded for a Not Received claim there is no way to get the money back unless the buyer is co-operative and agrees with YOU to repay.
PayPal WILL NOT give you the money back unless you can prove that the package WAS delivered BEFORE the refund!
