I cannot list anything either

Selling is down. States 'this is embarrashing' or starts listing but will not allow choice of shipping carrier. Dumb.

I'm not sure I understand.  What states "this is embarrashing [sic]"  

What do you see when in this section of the Listing form?

That's the old listing form.  What I see is:

Under "Delivery":

 

Click into "Edit all options"  Then "Domestic shipping" (for domestic deliveries) - it has all the shipping options there.

Is it hanging up where you can't bring up the domestic options?

There (were) service disruptions most of the day for selling that were affecting

many sellers ability to list items.

I believe that's what the OP is talking about.
