I accept an offer and get some message like payment can't be completed

Now my listing says 2 expired offers.  This has happened a couple of times.  Is the ebay payment processing system broke?

No, it means the person you sent the offer to is broke.

I think so. Punishing a buyer because his credit card is no longer active, or there is no money in his debit card linked account. Seems like a good way to lose buyers. Absolutely, a bit annoying for you, but there is no long-term harm to this.
