How do I turn off this new "Good Till Cancelled" feature? I have quite a few items listed for sale and some times I WANT to leave some of them un-listed after they expire. The reason is because I may be running low on free listing slots and I want to save them for my best items which I know will sell. Instead, now Ebay is forcing my listings to automatically relist and it's going to use up all my free slots and start charging me the listing fee without my consent. I don't want my items to be automatically relisted. I want to relist them only when I want them to be relisted.

You cannot turn it off, but you can manually end your listings early. There is a column on the listings page that says Time Left. Take a look at it every day to see what's going to renew that day and end the ones you want to take down.

Unfortunately (for you), that is ebay's new plan. You have to manually end the ones you don't want relisted prior to them rolling over and counting against your allowed listings or producing insertion fees.

Why is this only happening for some of my listings? I still have items expiring which don't automatically renew. I don't remember selecting a "good till cancelled" feature on any of my items, ever. So why the selective application?

So why the selective application?
Without looking at your listings it could be a couple of things. You will have to take a look.
GTC does not apply to auctions. So if you had any auctions, they won't renew.
Listings that were of a different duration PRIOR to the new policy effect date, may just close and not renew.
Listings that were made via a phone or mobile app, or the quick listing tool were defaulted to 30 day GTC before the policy took effect
If you have reached your selling limit, they may not renew.
The last reason is likely why users found their monthly limits increased to a few billion ...LOL.
