How to simple report a buyer who scam you to change to send a paypal sell?

Glad you replied, Consider it sold to me by ending the auction, I will like you to know that am buying this for my business partner oversea as birthday gift so i will pay £480 including postage cost to the destination, I will need you to send me your P-a-y-p-a-l email, full name and item number or send me a Paypal money request to my email below.

Look on your My eBay page, in the Actions column for that item. One of the options there will be "Report this buyer," so click on that.
I don't see any expensive item of yours marked as Sold recently; was this item under another account?
Yes, it is a scam. Do not send the scammer your PayPal account address, and do not send him any further replies. You are not going to get paid. All you will get is a fake email that claims to be from PayPal, and it will say that you have been paid, but if you look in your PayPal account, you will see no payment there. The email may say that you must ship the item before you receive your funds, but that is not how PayPal sales work, and you will never see a payment that way.
File the Unpaid Item dispute as soon as you can (48 hours from end of listing), and close it out 96 hours after that. You will need to do that so that you can reclaim your Final Value Fees on this sale.

He is asking for your Pay-Pal info so that he can send you a FAKED payment notice. It's a SCAM.
