eBay requires you to link a Payoneer account for payouts?  Payoneer lets you know right away if you're successfully linked to eBay. Are you linked?

After you're linked it takes eBay 2-4 weeks to verify your information. You'll receive an email saying you're all set when you're approved.

If you want to be successful you must have goods to sell.  If the inventory is nothing you, your neighbors or family members need or use find something else.  You have to sell things people want.  You have to sell something that other people might have trouble finding.  You have to have a reliable way to replennish the stock.  You have to take good pictures and communicate what the item is.  You have to know how to ship items.  You have to be honest and follow every rule, regulation and law.  EBay is not a get rich quick scheme.
