I received a message from a potential buyer saying "I'll give you $XX for this privately so you can save money from eBay listings".
I absolutely want no part of this. Problem is, I cannot figure out how to report the message. I found a page from eBay saying to report this behavior with a report link, but I can only do so for sold items, not messages. I also tried to contact them directly through the in-site support but there's no option for this sort of issue as far as I can tell.
Is there an easy way to report this that doesn't require a phone call or email to someone who may never read it?

My experience is you can only report buyers not potential buyers.

No. They are not your buyer or seller so you can't report on site. All of those require a "transaction number", and since you are not in a transaction with them you can't fill out any form.
There used to be a "report" button directly on the inbox message. eBay removed it, and has no intention of putting it back. So, you either contact customer service, or ignore and block like everyone else.

This is so common now, and I suspect quite a few of these are throw-away IDs. Just delete it (you can put the ID on your blocked bidder list if you like).

Odd thing is this person has triple digit individual feedbacks with a 100% positive rate. But I’ve sold a couple hundreds thing on here and this was the first time I’d encountered this, at least in recent memory.

Go to the bottom of this page: https://www.ebay.com/help/selling/resolving-buyer-issues/reporting-issue-buyer?id=4084 Click the have us call you button on the right and report them. You can only use the actual buyer report form if they have made a purchase from you. It could be the actual buyer, or the account could be hacked. Either way, get the report on record. It can't hurt.
You can use the chat, too, click through, in the chat box click see more, scroll and click contact an agent. This gets you a real person. I've used the chat several times always with great results, much better than calling.

You can report potential buyers but ebay has made it a pain to do so. You have to get to one of the help pages that has them call you or do it through Facebook. I have done it in the past and have seen more than one lose their account. Yes, they can open another account but at least they have to go through the trouble of doing so. Ebay also tracks IP addresses and other info, so some scammers may not find that so easy.

It could be a hijacked account.
